Gulfport is a low-lying waterfront city on Boca Ciega Bay, just southwest of downtown St. Petersburg. During Hurricane Helene in September 2024, surge swept across the waterfront, devastating Beach Boulevard, the historic Gulfport Casino, and the restaurants and homes south of 30th Avenue South. The city reported more than 600 properties damaged, and long-time residents said they had never seen flooding like it. Less than two weeks later, Hurricane Milton followed with damaging wind and rain.

Gulfport fronts the bay, and storm surge and high tides have nowhere to go but into the low-lying streets and homes. During Helene, the waterfront and downtown took the brunt, with the historic Casino and businesses south of 30th Avenue flooded out.
Flat, low elevation
Much of Gulfport sits only a few feet above sea level. With so little elevation, even a moderate surge or a heavy rain event can put water at ground-level openings fast, leaving little time to react.
Tidal and stormwater backup
Beyond surge, salt water routinely backs up through the storm sewers from high tides on Boca Ciega Bay, and an aging drainage system means the lowest-lying blocks can flood from heavy rainfall alone.
FEMA Zone AE and VE designation
Much of Gulfport near the bay is mapped FEMA Zone AE, with waterfront parcels in Zone VE, a Coastal High Hazard Area where wave action is factored on top of surge. Both require flood insurance for most mortgaged properties.
